On March 23, 2006 the Federal Reserve ceased publication of the M3 monetary aggregate, in line with an announcement it made in November, 2005. The M3 is a measure of money supply in the United States,

The M3 is most general of the many measures of money supply, the quantity of money available within the economy for purchasing goods, services, and securities. The money supply is monitored and adjusted by a central bank, to keep inflation in check, because money supply has to change in tune with real Gross Domestic Product (GDP) to prevent inflation (or deflation).

In November last year, the US Federal Reserve announced that it would cease publishing M3 data, saying, “[the] M3 does not appear to convey any additional information about economic activity that is not already embodied in M2 and has not played a role in the monetary policy process for many years”, adding that the costs of collecting the data required for the index outweighed its benefits.

Some commentators have questioned this decision and have speculated that this would allow the Federal reserve to covertly fund the US budget deficit and its negative balance of trade or hide the fall in international demand for the US dollar. In March, 2006, Rep. Ron Paul introduced a bill (HR 4892) requiring the Federal Reserve to reverse its decision.

US Supreme Court upholds ban on partial birth abortions

The Supreme Court of the United States on Wednesday April 18 has upheld the federal Partial-Birth Abortion Ban Act of 2003. The 5-4 vote reflected the change in vote count resulting from the retirement of Justice O’Connor and the confirmation of Chief Justice Roberts and Justice Alito.

The Intact dilation and extraction procedure, also known as partial birth abortion, involves removing an intact late-term fetus from the womb via the cervix. While it is a relatively rare operation – 0.17% of all abortions in the US in 2000, it has become a focal point in the abortion debate.

The Partial-Birth Abortion Ban Act bans the procedure in cases where the fetus is terminated during the operation, unless it is performed to to save the life of the mother.

Justice Kennedy wrote in the opinion of the court: “respondents have not demonstrated that the Act would be unconstitutional in a large fraction of relevant cases.” Further, he said, “Respondents have not demonstrated that the Act, as a facial matter, is void for vagueness, or that it imposes an undue burden on a woman’s right to abortion based on its overbreadth or lack of a health exception. For these reasons the judgments of the Courts of Appeals for the Eighth and Ninth Circuits are reversed.”

In a concurring opinion, Justice Thomas stated that he joins “the Court’s opinion because it accurately applies current jurisprudence, including Planned Parenthood of Southeastern Pa. v. Casey, 505 U. S. 833 (1992).”

In dissent Judge Ginsburg wrote: “Today’s decision is alarming. It refuses to take Casey and Stenberg seriously. It tolerates, indeed applauds, federal intervention to ban nationwide a procedure found necessary and proper in certain cases by the American College of Obstetricians and Gynecologists.”

Justice Kennedy’s words also recall the complicated issues of standing related to such cases. An issue in Roe v. Wade was the impossibility of any individual having standing in a court proceeding regarding abortion rights, since court proceedings take more than the 9 months of pregnancy, retiring any individual plaintiff’s standing before an appeals process can take place. The criterion of “a large fraction of relevant cases” may effectively deny standing to any plaintiffs who wish to litigate particular restrictions in some relevant future cases.

Harvard’s Berkman Center blog group develops blogging tutorials

A discussion group about weblogs, or blogs for short, that meets at Harvard University’s Berkman Center for Internet & Society last week began releasing video tutorials about how to blog using various web and software tools.

Harvard University‘s Berkman Center hosts the blogging discussion group, which has met weekly for the past two years.

After months of discussion and collaboration on the new tutorials, at Friday’s evening meeting presenters showed off some of their early video tutorials, which stream recorded audio, and previously-captured video of a computer screen, along with simultaneous live audio from a microphone.

Participants learned how similar tutorials can be constructed using free software tools such as CamStudio. Audio of the session was made available on the World Wide Web.

Shimon Rura, a local software developer, presented a recent screen-capture + voiceover flash file he had made, demonstrating how to use a bookmarklet in the Frassle blogging package. Other participants discussed video demonstrations of how to podcast, and how to use specific blogging tools such as WordPress.

There was also disussion of a recent initiative to set up a Blogging101 site for distributing and translating these instructional materials. Rebecca MacKinnon, a noted blogger and Berkman Fellow, spoke about the BloggerCorps initiative to connect non-profits who want broader exposure with local blogging enthusiasts.

The meeting was held inside the main conference room in the Berkman Center’s Cambridge offices on Massachusetts Avenue.

Most men will experience a red, itchy penis from time to time. Swelling, inflammation and itching of the penis is known by the general term balanitis, a Greek word that means swollen acorn. In spite of the intimidating-sounding name, an inflamed, sore penis is usually nothing very serious, and in most cases, it can be treated easily by following a set penis care routine.

What are the symptoms of balanitis?

The typical symptoms of balanitis include:

Redness of the glans (head) and foreskin;

Swelling of the glans and foreskin;

Moderate to severe itching;

Burning upon urination;

Discharge.

Because these symptoms can also be caused by numerous other penile problems, some of them more serious, it is important to get checked out by a doctor. In many cases, doctors will be able to diagnose the problem through a visual examination; they may also recommend lab tests if they suspect a more complex problem.

What causes the swelling, itching and pain?

Balanitis is more common in uncircumcised men, and in most cases, it is simply a matter of inadequate hygiene. Men tend to accumulate a substance known as smegma underneath the foreskin; this pasty material is made up of dead skin cells, body oils and urine that has become trapped under the skin. If it is not washed away regularly, it can attract bacteria that like to feed on it; this triggers the bodys immune system response and causes redness, itching and inflammation.

On a less frequent, but still common basis, balanitis can be caused by thrush an infection resulting from the overgrowth of Candida yeast. Thrush can develop on the penile skin, or men can be exposed to it through unprotected contact with an infected partner.

Skin conditions like psoriasis and eczema can also cause irritation and soreness, as can exposure to chemical irritants found in many laundry detergents, soaps, shower gels and even body lotions.

How is balanitis treated?

Treatment for balanitis generally involves keeping the penis clean and dry and avoiding contact with known irritants.

Soaking in a saltwater bath may help to eliminate bacteria and fungal spores more quickly; simply add a few handfuls of regular salt to the bathwater and soak for 15 minutes or so. Bath salts, oils and beads should be avoided, as these can actually irritate the penile skin further.

For cases that do not respond to cleansing alone, doctors may recommend a cortisone cream; these should be used only as directed, and for no longer than the suggested time period for treatment.

Can balanitis be prevented?

It is not always possible to prevent penis problems like balanitis, but following these guidelines can help to reduce the chances of developing irritation, swelling, itching and other uncomfortable symptoms:

1.Use unscented, hypoallergenic cleansers. Keeping the penis clean is important, but products that contain detergents, fragrances, alcohol and other harsh chemicals can actually do more harm than good. Using a mild cleanser, instead of standard soaps or scented shower gels, can reduce the risk of drying and irritation.

2.Allow the skin to breathe. Skin that is warm and damp provides the perfect environment for fungal spores and bacteria to thrive in. Drying the skin thoroughly after bathing and wearing breathable fabrics like cotton are important for preventing thrush and other fungal infections.

3.Use unscented, hypoallergenic laundry detergents. Men with sensitive skin are especially prone to irritation, and even laundry detergents and fabric softeners can lead to swelling, soreness and itching of the penile skin. Substituting regular laundry detergents with those made for sensitive skin is preferred.

4.Use a condom. Covering up during sexual contact can reduce the risk that a man will contract thrush from a partner; condoms are also essential for protecting against STIs that may also cause symptoms like itching, swelling and pain.

Skin that is soft and well-hydrated is more resistant to irritation; a product that contains natural, plant-based moisturizers such as Shea butter is ideal for moisturizing and protecting the penile tissue. “Dr Dino” gets 10 years in prison after failure to pay taxes

In November 2006 Pensacola, Florida evangelist Kent Hovind and his wife, Jo, were found guilty on 58 federal counts of “willful failure” to payroll taxes, structuring bank withdrawals, and obstructing federal agents. On January 19, 2007 Hovind was given ten years in federal prison, ordered to pay $640,000 in owed funds to the Internal Revenue Service, pay prosecution’s court costs of $7,078, and serve three years parole once released. Originally in November, Hovind was ordered to forfeit $430,400 and faced a maximum of 288 years in prison.

Edmund White on writing, incest, life and Larry Kramer

What you are about to read is an American life as lived by renowned author Edmund White. His life has been a crossroads, the fulcrum of high-brow Classicism and low-brow Brett Easton Ellisism. It is not for the faint. He has been the toast of the literary elite in New York, London and Paris, befriending artistic luminaries such as Salman Rushdie and Sir Ian McKellen while writing about a family where he was jealous his sister was having sex with his father as he fought off his mother’s amorous pursuit.

The fact is, Edmund White exists. His life exists. To the casual reader, they may find it disquieting that someone like his father existed in 1950’s America and that White’s work is the progeny of his intimate effort to understand his own experience.

Wikinews reporter David Shankbone understood that an interview with Edmund White, who is professor of creative writing at Princeton University, who wrote the seminal biography of Jean Genet, and who no longer can keep track of how many sex partners he has encountered, meant nothing would be off limits. Nothing was. Late in the interview they were joined by his partner Michael Caroll, who discussed White’s enduring feud with influential writer and activist Larry Kramer.
