What exactly is the Benefit Subsidy?

Benefit Subsidies is exactly that…where health subsidies will offset your premium cost, benefit subsidies will offset your actual out of pocket for medical care itself. The ACA law stipulated that most people making under 400% of poverty would qualify for premium subsidies but they realized that even with insurance premium offsets, many people in the lowest margins (but higher than 150% of FPL who qualify for free Medicaid) would still have difficulties paying their out of pocket medical expenses. Even with a richer plan, the out of pocket maximum of $1000 (depending on plan, State, etc) would be hard for someone making 150% of poverty (roughly $16K annually). To compensate for this, they also devised benefit subsidies for people making between 150% and 250% of the Federal Poverty Level…the lower segment of range for those that qualify for the health subsidy. What are the different levels of Benefit Subsidy?

First, there may be different interpretations of how to actually implement this benefit subsidy. For example in California, they just announced that there would be multiple Silver health plans based on income (150%-200%, 200-250%, and standard Silver). The 200-250% plan has richer benefits than the Standard Silver (say for someone making between 250% and 400%). The 150%-200% plan will have richer benefits still than the 200%-250% plan. The difference in benefits are significant at each level so this benefit subsidy means real money for those most in need. Other States and the Federal Exchange might have different takes as well although California is usually out front on these benefit changes. There has been talk about a benefit plan upgrade in some circles. For example, you might pay for a Silver plan but get Gold benefits between 150%-200% of poverty and pay for a Silver and get Platinum benefits between 200%-250% of the Federal Poverty Level. Qualification for Benefit Subsidy

The qualification for the benefit offsets mentioned above will be based on a prior look-back period. For example, the taxes filed for 2011 are expected to be the basis for 2014 qualification. We’re still awaiting rules on what happens if your income suddenly changes up or down (there’s a lot of that following the Great Recession with hirings, firings, and changes in hours worked). The expected result is that offsets to either premium or benefits will be recouped at time time following that year (for example, April 2015 for 2014 subsidies). This might pose a hardship to those affected negatively (say with increasing income which pushes them to a higher subsidy band or to no subsidy at all) and we’re still awaiting final rules on how this will work.

Australia appeals for no execution in Indonesian drug case

A 27-year-old former beauty student from the Gold Coast of Australia faces the death penalty. She was allegedly caught at Bali airport importing marijuana from Australia in October. Appearing before an Indonesian judge after authorities found 4.1kg of high-grade cannabis in her unlocked boarding bag, she could be sentenced to death by firing squad, the maximum penalty for the crime.

With that possibility looming for Ms. Corby, her father journeyed to her side, and an anonymous email petition was distributed around Australia and overseas, calling on the Australian government to ensure that, innocent or guilty, Ms. Corby is returned to Australia to escape execution.

An Australian witness who volunteered information which he says will endanger his own life, has testified that Schapelle Corby was unwittingly caught up in a domestic Australian drug-running operation gone wrong. The man alleged that Australian airport workers had placed the contraband in her luggage after it had been checked-in, with the drugs to have been removed before the luggage left Australia. [1]

Ms. Corby, who says she is innocent of the charges, staggered and paused to vomit while being led through a throng of journalists watching her trial in Jakarta, Indonesia, earlier today.

“I’m really sick,” Ms. Corby told Densbar’s head judge Linton Sirait, who told her to take better care of herself in jail so she would not get diarrhea. “Don’t be stressed,” Judge Sirait added as he adjourned the trial until April 14.

Her sister said a doctor would visit her in prison to assess her condition. Her father, suffering with prostate cancer, said it was difficult to watch his daughter struggling so hard when things were nearing the “nitty-gritty now.”

He added: “The stress and the whole thing and the stomach cramps and the nerves. It’s getting on top of her.”

Australian politicians, noting the public support thrown behind the Gold Coast citizen, are promising to take her case up on several issues with the Indonesian Attorney-General later today. However, Mr. Corby expressed doubts that politicians could work things out: “It depends on what they call justice here [in Indonesia]. It looks a bit fairyland to me.”

“Everything’s reversed here. You’re guilty until you’re proven innocent,” commented Mr. Corby in Indonesia. Indonesian President Susilo Bambang Yudhoyono is said to be monitoring the case to ensure the court hands down a just and fair verdict.

Annual rich list shows Ireland now has six billionaires

Sunday, April 3, 2005The annual Sunday Times Rich List published today showed that Ireland now has six euro billionaires, up from four last year. The combined wealth of Irelands 250 wealthiest is €42.3bn.

Topping the list was the new entrant Hilary Weston with a fortune estimated at over €7.2bn. Weston was excluded in previous lists because the majority of her wealth was made abroad, however a rule change this year allowed the Dublin born model to enter in first place. Mrs Weston, 63, grew up in Ireland and built her modeling career there before becoming wed to Galen Weston, heir to his grandfathers multi-billion euro retailing fortune in Canada. The couple permanently moved to Canada in 1983 after a kidnap attempt by the IRA.

The top six on the list were as follows:

France out-wit Spain 3-1 and clinch quarter-final spot

France came from a goal down to win their round of sixteen game 3-1 against Spain in Hanover, Tuesday.

The win was a tactical triumph for the French coach Raymond Domenech whose team gave up 61 per cent of ball possession yet restricted their opponents to seven shots – two on target – and ran out three goal winners.

Nor did the French have many chances as for the majority of the game Spain patiently passed the ball around them. When they did have the ball they constantly pried at the Spanish offside line and therein found the weakness that lead to victory.

Though the French were offside eight times the crucial equaliser came from a Franck Ribéry run on to a Patrick Viera pass that beat the line of Spaniards close to half time. At speed Ribéry rounded Iker Casillas to slot home.

So solid were the French in defence intercepting passes, blocking shots and making tackles the only goal conceded – which put them behind – was from a penalty kick. This was slammed in low by David Villa on 27 minutes after Pablo had been clattered from behind by Liliam Thuram.

Ten minutes into the second half the score was at 1-1 but the French continued to test the Spanish offside trap. A worried Luis Aragonés brought on two substitutes and changed his system from 4-3-3 to 4-2-3-1. The Spanish defence sat closer to their penalty area so there was less room to pass balls behind them.

But still the Spanish line was caught on 82 minutes when Thierry Henry was fouled by Puyol as he attempted to connect with another through ball. Henry fell as if hit in the face by Puyol although this could not be confirmed with television evidence. Zinedine Zidane floated the resultant free kick into the box, there was an inadvertent flick on from a Spanish player and Viera nodded in at the far post off Sergio Ramos.

As the Spanish pressed for a last minute score the French broke through again, Zidane this time cut back to lose Puyol, and with the keeper off balance he reversed his shot to the near post to put the game out of reach.

So efficient was the French performance FIFA statisticians logged the team with just 19 minutes actual playing time. Brazil, who the French will play in the quarter-finals, too conceded the majority of possession in their game but in comparison beat Ghana 3-0 with 27 minutes actual playing time, Tuesday.

Shade and Privacy

In order to truly enjoy your deck, there should be ample shade on those hot summer days. The type of shade you use will play a surprisingly big role in the overall look, so choose wisely.

If you are lucky enough to have a huge tree in your deck area, this alone could already provide enough shade and atmosphere. You could twist fairy lights around its stems and hang lanterns and other decorative objects (such as glass bottles) from its branches for an interesting effect.

For those on a tight budget, a plain outdoor umbrella is a must and you could customize it by painting it yourself, or add crystal beads to create an arty look.

Potted plants serve very well as extra decoration on your deck. They create a green space and nothing is as relaxing as nature itself. Paint ordinary terracotta pots in different bright colors for added effect.

Water Feature

A water fountain will bring sounds of tranquility to your deck and is a smart way to block out other noise. They come in all shapes and sizes, so you don’t even need a big deck to accommodate one. From a water garden to water circulating in a pot, a water feature is always soothing to both the eye and the ear.

Lights

Lighting is ever important to create an ambience in the evening and at night. Solar lighting is very cost effective and convenient. As the lights simply come on when it is dark, your deck would always be beautifully lit. Solar garden lights are also built to withstand all weather conditions. Lanterns are also very decorative; you could choose a traditional garden lantern, or use Chinese paper lanterns to shed a colorful but soft glow. Rope lights could be wound around your deck’s railings, overhead trellises or rafters.

Furniture

The furniture you choose to use on your deck will be a focal point and should complement your deck. It is also important that it is durable and wooden furniture should be treated regularly to keep it in a good condition. Controversial medical center demolished in Buffalo, New York

A medical center, once the site of intense controversy over abortion in the 1990s, which has been vacant for nearly 10 years, was imploded in Buffalo, New York at 6:00 a.m. [eastern time] today.

Several streets in about a 2 block radius were shut down until the implosion occurred and the dust settled. At least 200 people watched in nearby parking lots and on rooftops of buildings to get a good look at the implosion.

The ground and the walls of buildings shook as the dynamite detonated and a brief shock wave could be felt as far as 1 1/2 blocks away. Witnesses even reported small pieces of bricks and concrete falling out of some buildings, but no one was injured.

The building, owned by Kaleida Health, once housed several medical offices, including an abortion clinic. Hundreds of people protested about the abortions outside the center during the Spring of Life Movement in 1992, but other medical procedures and treatments were also part of the center’s services. It was built in 1965 and was 14 floors tall.

Kaleida Health had the building imploded so that the current Buffalo Niagara Medical Campus can be expanded. Several other major medical facilities are also in the same area including Roswell Cancer Institute and Buffalo General Hospital.

“This implosion of 50 High Street will continue the explosion of growth on the Buffalo Niagara Medical Campus. This event will ensure future opportunity for investment, development and growth,” said the CEO and President of Kaleida Health in a statement on Thursday.

Migrant workers in Dominos Pizza ‘slavery’

Eight Hungarian migrant workers sacked from a Domino’s Pizza franchise in Derby, England are said to have taken home virtually no pay for months because of illegal deductions.

The claim is refuted by the company who said in a statement “We have begun a thorough investigation during which we have scrutinised the franchisee’s employment practices. This took place with his full co-operation. The franchisee concerned is confident that he possesses the evidence required to refute these allegations. To the extent that we have been informed of all allegations and have reviewed all available evidence, we also believe this to be the case.”

The sacked workers are being supported in their claim by the workers union Unite. The union say the “there appeared to be a deliberate strategy of keeping the workers in debt to the company through a series of crippling deductions. The deductions included payments to cover the contract purchase of a car from their employer, insurance for the vehicle provided through their employer, and exorbitant rent for substandard accommodation, again provided through their employer. In addition, some workers had to pay fees of up to £180 for an “introduction” to the company. One worker earned just £5 in four months because of the constant and hefty deductions out of his wage packet. When the workers protested they were sacked.”

Cyprus and Malta adopt the euro

Today at midnight, the Republic of Cyprus and the Republic of Malta, both small island states in the Mediterranean and former British colonies, adopted the euro as their official currency; less than four years after their accession to the European Union. Because Cyprus and Malta are in different time zones, Cyprus adopted the euro one hour before Malta did the same. In both countries the euro was welcomed with outdoor celebrations, including a fireworks display in Malta’s capital Valletta. According to the BBC Cypriot Finance Minister Michalis Sarris has said the euro “will benefit consumers and businesses alike because of the eurozone’s low inflation, low interest rates and large market.”

The BBC reports that Cypriot and Maltese leaders “made symbolic withdrawals of euros from cash machines just minutes into the New Year.” TIME reports that Maltese Prime Minister Lawrence Gonzi had to wait a little while before getting his hands on the new currency because “an automated teller machine did not work when Gonzi tried to withdraw euros, and he was obliged to use a different ATM.”

The Cypriot pound (CYP) and the Maltese lira (MTL) will remain in use during a dual circulation period that will last until the end of this month, at which point they will cease to be legal tender. However, it will still be possible to exchange them for Euro free of charge after the end of this period. Commercial banks in Cyprus will exchange Cypriot pounds for Euro until 30 June, but only for amounts up to CYP 1000 per customer and per transaction in banknotes and up to CYP 5O in coins. The Central Bank of Cyprus will exchange coins until the end of 2009 and banknotes until the end of 2017. Maltese commercial banks will exchange Maltese lira for Euro until the end of March, with a limit for non-customers of MTL 250, whereas the Central Bank of Malta will exchange coins until 1 February 2010 and banknotes until 1 February 2018.

The single currency has replaced the Cypriot pound and the Maltese lira at a rate of one euro to 0.585274 Cypriot pound and 0.4293 to the Maltese lira, or 1.71 euro per Cypriot pound and 2.33 per Maltese lira. This conversion rate had been fixed on 10 July 2007 by Ecofin, the council comprising the finance ministers of the EU Member States.

Today with the adoption of the Euro, Cyprus and Malta have become even more integrated in the heart of the European Union, less than four years after they joined the EU.

Cyprus and Malta are the 14th and the 15th country to join the Eurozone, which already includes Austria, Belgium, the Netherlands, Finland, France, Germany, Ireland, Italy, Luxembourg, Portugal, Spain, Greece and Slovenia. All EU Member States are required to join the Eurozone once certain conditions are fulfilled, except Denmark and the United Kingdom which have negotiated a so-called opt-out that allows them not to adopt the single currency.

The Turkish Republic of Northern Cyprus, the de facto independent Turkish-controlled area in the north of Cyprus, will not join the Eurozone. Northern Cyprus is not part of the European Union and is recognised only by Turkey. As a result, the Turkish lira will remain the official currency in the north of the island; however, TIME reports that “many Turkish Cypriot merchants will also accept euros along with Turkish lira.” Cypriot Euro coins are inscribed in both Greek and Turkish.

The euro will also be legal tender in the Sovereign Base Areas, British military bases in Cyprus.

The national sides of the Cypriot Euro coins feature three separate designs for the three series of coins. The 1, 2 and 5-cent coins feature the mouflon, or wild sheep, the 10, 20 and 50-cent coins feature the Kyrenia ship, the wreck of a 4th century BC Greek merchant ship discovered in 1967 and salvaged closed to Kyrenia, and the €1 and €2 coins feature the Idol of Pomos, a prehistoric sculpture from the village of Pomos, three national symbols of Cyprus. The designs were jointly created by Tatiana Soteropoulos and Erik Maell.

The Maltese euro coins’ national sides will also feature national motifs. The 1, 2 and 5-cent coins will feature the altar of the Mnajdra temple grouping, a complex of three Neolithic temples on the southern coast of Malta and one of the oldest free-standing temple groupings in the world, the 10, 20 and 50-cent coins will feature the Coat of Arms of Malta, and the €1 and €2 coins will bear the Maltese cross, a symbol associated with an order of Christian warriors known as the Knights Hospitaller or Knights of Malta, which was based on Malta for more than 250 years after they had been given the islands by Charles V, Holy Roman Emperor. The designs of Maltese engraver Noel Galea Bason were selected after two rounds of public consultations in which people were invited to vote via SMS.

Both Cyprus and Malta have taken a number of steps to address fears of undue price rises. 7,130 Cypriot companies have subscribed to a Fair Pricing Code launched by the authorities and the Cypriot government urged companies to round their prices down. In Malta, the FAIR initiative, a fair pricing scheme, was put in place in January 2007. This scheme, which provides for administrative fines for those failing to respect their commitment, now involves 80% of all retail outlets. Malta, according to the BBC, has also signed 12 price stabilisation agreements with importers, which will last until March 2008.

In both countries, the authorities will monitor retailers to ensure they do not exploit the changeover for unfair gain by rounding up their prices, contributing to inflation.
